Day care and pre-primary education
All children under school age who are permanently resident in Finland have a subjective right to early childhood education and care.
The main form of this right is day care, which is organized in day care centers and family day care. Participation is subject to a fee that depends on the family’s income and the number of children.
Pre-primary education is systematic education and instruction provided in the year preceding the start of compulsory education. From August 2015, pre-primary education has been compulsory. Municipalities have a statutory duty to provide a place in pre-primary education free of charge for all children. In Nurmes, pre-primary education is organized in day care centers.
Comprehensive School
Schooling is compulsory for children who live in Finland permanently. Compulsory schooling starts in the year when the child turns seven and ends when he/she turns 18 or earlier if he/she has completed a matriculation examination or further vocational qualification, or an equivalent in another country. The child’s guardian is responsible for ensuring that the compulsory education requirement is met.
